한국의 지방선거 매니페스토 분석

The Analysis of Korean Local Election Manifesto

본 연구는 현재 우리나라 지방선거 매니페스토의 현황과 향후 발전 방안을 거버넌스 측면에서 모색하는데 목적이 있다. 분석을 위하여 행위자와 상호작용을 중심으로 분석틀을 구상하고 매니페스토 거버넌스가 구축되어 활성화되는 단계를 거버넌스 미구축기, 성립기, 활성기로 구분하였다. 분석 결과, 우리나라의 매니페스토는 시민사회 중심의 시민운동 성향이 강하고 정당 또는 후보자는 매니페스토 작성에 소극적이며 유권자들이 매니페스토에 큰 관심이 없는 것으로 나타났다. 특히, 지방선거 이후 매니페스토 실천을 위한 정당, 당선자, 지방자치단체 간의 상호작용이 없다는 점이 매니페스토가 발달한 국가들과의 차이점이다. 우리나라 특성에 맞는 ‘한국형 매니페스토’를 전개하기 위해서는, 매니페스토 거버넌스의 구성과 활동이 바람직하게 이루어져야 할 것이다. 즉, 유권자의 관심과 매니페스토에 기반한 투표 활동, 정당과 후보자의 적극적인 매니페스토 작성, 지방자치단체와 지방의회가 매니페스토를 실천하려는 노력 등이 필요하다.

This study inspected the present state and developed a strategy of Korean Local election Manifesto focused on Governance viewpoint. Actors, Interactions and Governance stages were major analysis factors in this study. The results of this study, we identified that Korean Manifesto was a kind of citizens campaign, few party and candidate was eager to draw up Manifesto, and eligible voters were indifferent to Manifesto. And, after election there was few interaction among party, successful candidate, and local government. In future, if the Manifesto Governance compose and get into action well,‘Korean Native Manifesto’which has our speciality will be developed. That is, eligible voters would vote for the Manifesto, party and candidates would draw up Manifesto eagerly, and local government and local assembly together would try hard to practice the Manifesto.
