The Comparison of Local Assemblyman with NGO about a Cognition of Local Assembly Role

The purpose of this paper is to analyze and improve assemblyman s role through cognition of local assembly and NGO. This study adapted the case of Ulsan Metropolitan City. The role, monitoring, opinion suggestion related with local assemblyman s career is used analytical tools. A distinctive feature of this study is that it includes the aspects of NGO s cognition about role of local assembly, I.e., negative opinion and positive opinion. In conclusion, it could be found out the fact that they are asunder in the aspect of a municipal ordinance enactment, a budget deliberation process, a budgetary allocations, a settlement of accounts judgement, an administrative inspection, personal lineup, relations with an executive organ.
