182·112 신고 시스템 상호 연계 실종자 찾기현장출동 프로세스에 관한 연구

A Study on the Field Trip Process for Finding Missing Persons Interlinked with the Reporting System of 182·112

광역통신망의 발달로 사건이 지능화, 광역화, 신종범죄 등 사건·사고가 발생하고 있다. 이러한 신고의 경우에 현대사회의 발달된 통신망을 통해 신속 정확하고 빠른 신고접수와 기동성, 신속한 전국전파 등 실종자를 찾기 위한 종합지원체계인 ‘182·112 통합 시스템 구축’하여 과학적인 신고접수, 분석, 추적을 하여야 한다. 기존의 신고자가 18세미만 아동, 지적·정신장애인, 치매노인 등 실종신고를 하면 182직원이 전화접수 후에 다시 112신고센터로 접수사실을 전화통보하고 신고출동을 할 수 있도록 해야 하는 문제점이 있다. 112신고의 경우에도 성인실종자, 실종아동 등을 신고하면 신고접수와 동시에 112신고 시스템에 입력을 한 후에 지역순찰차를 무선으로 호출하고 신고출동을 시키고 관련 신고내용을 다시 여성청소년 수사팀에 112신고내용을 통보하고 출동을 시킨다. 182센터, 112신고센터, 현장경찰관, 경찰서 실종담당경찰관이 모두 한 시스템을 통해 사건을 공유하고 신속히 현장출동을 통해 수사, 발견, 조치 등을 할 수 있는 시스템이 필요하다. 현대 사회는 변화하는 IT기술, 유·무선 통합서비스 발달, 융합범죄의 발생 등으로 누구보다도 신속한 기동성, 범죄에 대응하는 예방기술, 최첨단 조치가 필요한 사회이다. 또한 과거의 단순한 신고사실로만 출동하는 것이 아니라 신고자의 관련내용의 빅데이터를 추출하고 활용한 기술로 현장출동과 조치가 이루어져야 하는 사회이다. 따라서 182·112 신고에 대해 통합 포털 시스템을 구축하여 신고접수·상담하고 신고내용 제공, 위치정보, 관련 신고자 빅데이터 제공 등을 공유 할 수 있어야 한다.

In the case of 112 reports, when an adult missing person or missing child is reported, the person enters the 112 report system at the same time as receiving the report, calls the local patrol car wirelessly, reports the report, and informs the female and youth investigation teams of 112 reports and makes them start. The 182 center, 112 reporting center, on-site police officers and police officers in charge of missing persons all need a system that allows them to share cases through one system and quickly conduct investigations, discoveries and measures through on-site dispatch. Modern society requires the fastest mobility, prevention technology to respond to crimes, and state-of-the-art measures due to changing IT technologies, the development of wired and wireless integrated services, and the occurrence of convergence crimes. In addition, it is not just a simple report of the past, but a society where field trips and measures should be taken with the technology that extracts and utilizes big data related to the reporter. Therefore, an integrated portal system should be established for 182·112 reporting to receive and consult reports and to share information on reporting, location information, and big data for related reporters.
