민간경비산업 활성화를 위한 안전바우처 도입

현대사회에서 발생하는 안전사고, 범죄피해, 재난 및 재해에 있어서 특히 고령자, 아동, 장애인, 저소득층 등 취약계층들이 안전으로부터 얼마나 취약한지 보여주고 있다. 취약계층들의 안전을 보장하기 위해서 정부와 지자체는 다양한 노력을 하고 있지만 결정적으로 예산, 인력 등의 자원적 한계가 있다. 취약계층에게 서비스를 제공하는데 있어서 정부의 한계점을 보완함과 동시에 민간의 산업을 활성화하는 역할을 하는 것이 바우처 제도이다. 이러한 바우처 제도에는 복지의 증진을 위한 서비스를 중심으로 사업이 구성되어 있지만 아직 안전 서비스를 지원하는 사업은 마련되어 있지 않은 실정이다. 이에 본 연구에서는 국내에서 시행하는 바우처 제도를 활용하여 안전취약계층의 안전서비스를 제공할 수 있는 안전바우처의 도입방안을 제시하였다. 안전바우처의 도입을 위하여 현재 시행하고 있는 바우처 제도의 현황을 분석하여 문제점을 도출하였고 제언으로서 두가지를 제시하였다. 첫째로 바우처 사업에 안전분야를 도입하는 방안, 둘째로 민간경비산업의 도입과 활용하는 방안을 제시하였다. 이를 통해 안전취약계층의 다양한 안전 서비스를 제공함으로서 안전보장을 받을수 있는 방안과 민간경비산업이 바우처 제도를 활용함으로서 활성화할 수 있는 방안을 본 연구를 통해 도출하였다.

It shows how vulnerable the elderly, children, the disabled, and the low-income class are vulnerable to safety accidents, crime damage, disasters and accident occurring in modern society. Although the government and local governments are making various efforts to ensure the safety of the vulnerable, there are limitations in resources such as budget and manpower. The voucher system complements the government s limitations in providing services to the vulnerable and at the same time plays a role in revitalizing the private sector. In this voucher system, projects are organized around services to promote welfare, but there is no project to support safety services yet. Therefore, this study intends to suggest a plan to introduce a safety voucher system that promotes the safety and welfare of the underprivileged and promotes the development of the private security industry. In this study, a measure was proposed to introduce safety vouchers that can provide safety services for the vulnerable class by utilizing the voucher system implemented in Korea. The current status of the voucher system currently in place for the introduction of safety vouchers was analyzed to draw up problems and two suggestions were presented. First, a measure was proposed to introduce the safety sector into the voucher business and secondly to introduce and utilize the private security industry. Through this study, a plan to receive safety guarantees by providing a variety of safety services for the underprivileged and to activate the private security industry by using the voucher system was derived through this study.
