요즈음 우리 사회는 정치적인 큰 혼란을 겪고 있습니다. 그것은 이른바 보수세력이 몰락해가고 있어 야당으로서의 기능을 제대로 하고 있지 못하고 있기 때문입니다. 정치적으로 안정된 사회는 보수 세력과 진보 세력이 균형을 이루어 서로 견제해야 합니다. 세계 역사의 경험에 비추어 볼 때 견제 받지 않는 정치권력은 부패합니다. 사람은 본성상 부패하였고 이러한 사람이 갖고 있는 정치권력은 악할 수밖에 없기 때문입니다. 또한 견제 받지 않는 정치권력은 독재에 이를 위험이 큽니다. 그 권력이 국민으로부터 비롯된 것이지만 국민의 뜻을 존중하기보다 저버리기 쉽고 국민을 섬기려하기보다 국민을 지배하려고 하기 때문입니다. 이 점에 비추어 볼 때 보수주의의 몰락의 원인이 무엇이고 그것을 재건하는 길을 찾는 것은 오늘날 우리사회가 민주주의를 실현하기 위해 반드시 풀어야 할 과제입니다.
Our society is experiencing great political turmoil these days. It is because the so-called conservative power is falling and it is not functioning properly as the opposition party. In a politically stable society, conservatives and progressive forces must balance each other. In the light of experience in world history, political power that is not checked is corrupt. This is because people are corrupt, and the political power of these people is inevitably evil. Uncontrolled political power is also a danger to dictatorship. Though the power comes from the people, it is easier to abandon than to respect the will of the people, and it tries to rule the people rather than to serve the people. In this light, what is the cause of the decline of conservatism and how to rebuild it is a task that our society must solve in order to realize democracy today.
