FGI를 통한 군관사 주거만족요인과 주거정책의 방향성

Study of Housing Satisfaction Factors regarding Military House and Direction of the Military Housing Policy through FGI

직업군인의 주거불만족 원인을 찾기 위하여 군 주거정책에 대한 선행연구가 상당수 있었다. 그러나 기존연구는 군 주거시설의 노후화 및 협소화 위주로 연구하여, 문제인식이 한쪽으로 치우쳐진 경우가 많았다. 따라서 균형잡힌 군 주거정책의 문제점을 인식하기 위하여 기존 선행연구를 벗어난 새로운 시각에서 연구 필요성이 제기된다. 이 연구의 목적은 질적연구방법을 통해 군 주거복지 담당자들을 대상으로 군관사 정책에 대한 그들의 새로운 시각을 통해 군 주거정책의 다양한 과제를 탐색하고 군 정책의 방향성을 얻기 위함이다.이를 위하여 실무부대에서 군 주거정책을 담당하는 주거복지담당자 그룹을 대상으로 초점집단면접(FGI)을 진행하였다. 전국 주거복지담당자 224명을 대상으로 실시한 FGI의 결과로 전통적인 주거만족도 영향요인인 주거수준 외에도 접근성 요인과 지역사회요인, 그리고 군 특수성 요인까지도 군관사 거주자의 주거만족도에 영향을 끼치고 있는 것이 확인되었다. 수도권 신도시에 시설 좋은 군관사를 건립해도 지역주민들과의 갈등이 생기면 주거만족도가 낮아지기도 하고, 복잡한 군내 의사결정과정이 군인 거주자들의 주거만족도를 떨어뜨리고 있다는 사실도 연구결과로 도출하였다. 지역사회요인과 군 특수성 요인은 과거 군 주거만족도 연구에서는 인지되지 못하다가 이번 연구를 통해 확인된 내용이다.

The purpose of this study is to identify various problems of the military housing policy from a new perspective of the military housing welfare personnel who are working in the house field spot and explore tasks to improve it. As a result of the FGI conducted with 224 military housing welfare personnel in charge of housing welfare nationwide, it was confirmed that in addition to the traditional housing satisfaction factor, the utility status of housing, accessibility factors, community factors, and even military-specific factors affect the housing satisfaction of the residents of military offices. Even if a military house with good facilities is built in a new city in the metropolitan area, a conflict with local residents sometimes lowers housing satisfaction. Military houses built in the small towns and backcountry, they are avoided by the solider and his/her family because their housing satisfaction is very low. As a result, demand for house is moving to single Bachelor Officers Quarters. The factor of the welfare personnel who manages the military house has a great influence on the residents’ housing satisfaction, and the military-specific factors such as administrative regulations or complicated decision-making process within the military was also identified as factors influencing the residential satisfaction of the residents of the military house. Community factors and military specificity factors were not recognized in past military housing satisfaction studies, but were confirmed through this FGI study.
