Revitalization of Local Economy through Intangible Cultural Heritage of Humanity - Equitation in the French Tradition of Saumur, France

우리나라는 최근 2012년 말산업육성법의 시행에 발맞춰 말문화를 활용하여 지역의 경제를 살리려는 시도가 이어지고 있다. 그러나 마사회 등 다양한 관련기관의 노력에도 불구하고 사행산업이라는 부정적인 인식으로 인해 건전한 말문화가 정착하기 쉽지 않은 것도 사실이다. 따라서, 이 연구에서는 프랑스의 선진적인 말산업의 현황을 살펴보고 이제 막 첫걸음을 떼기 시작한 우리나라에 적용할 수 있는 관련 콘텐츠를 분석함으로써 국내의 말산업을 발전시켜 나가는 방안을 모색해 보고자 한다. 이를 위해 말의 수도(Capital of Riding)라는 별칭을 가진 프랑스의 도시, 소뮈르(Saumur)를 비롯한 인근지역의 말산업을 사례로 제시한다. 이 지역은 말산업을 관광콘텐츠로 활용하여 퓌디푸 테마파크 등지에서 매년 150만 여명의 관광객을 끌어들인 정도로 엄청난 집객효과를 누리고 있다. 프랑스는 인마의 조화로 말을 조련하는 방식으로 유네스코 무형문화유산에도 등재되는 등 전통적인 말문화 강국이라 할 수 있다. FTA와 같은 시장개방 압력으로 인해 농촌의 경제가 침체를 겪고 있는 지금, 친환경 성장 동력으로서 말산업은 어려운 농촌 경제에 활기를 불어 넣고 삶의 질을 제고하는 역할을 할 것으로 기대된다.

As the Horse Industry Promotion Act was enacted in 2011, the Korean horse industry has been setting a stepping stone to the market development, education, publicity, research, and promotion. However, as horseracing accounts for 90 percent of the Korean horse industry, horseback riding and horse breeding are still in the beginning stage. Furthermore, underrating the horse industry as gambling puts obstacles in the way of its sustainable development. As a result, the Korean horse industry has not escaped from depreciating the values and importance as leverage for the regional development. In this regard, this study suggests Korea should utilize horse-related contents to develop rural communities by providing an example of Saumur, France. Saumur is located in Pays de la Loire, which has more racecourses and races, more breeds than any other region in France. There are many horse-related contents developed for the visitors. The Cadre Noir, inscribed the Intangible Cultural Heritage of Humanity by the UNESCO, is more than an equestrian display team, which has a reputation for one of the most respected horsemanship schools in the world.
