대학 비교과 프로그램 인증제 개발 연구

A Study on the Development of the Accreditation System for Extracurricular Programs in Universities

본 연구는 대학의 비교과 질 관리를 위한 제도적 방안으로, 비교과 프로그램 인증제를 개발하기 위해 수행되었다. 이를 위해 비교과 프로그램 평가의 개념 탐색 및 평가모형의 특징을 살펴보고 대학 차원의 비교과 프로그램 질 관리 사례를 알아보았다. 또한, 비교과 프로그램 인증제 설계 시 고려해야할 사항을 탐색하고 CIPP 모형을 기반으로 한 평가기준을 설계하였다. 그 결과, 비교과 프로그램 평가기준을 상황, 투입, 과정, 산출 단계로 구분하고, 하위 6개 평가영역, 14개 평가준거, 16개의 평가항목을 설정하였다. 또한 각각의 평가항목에 대해서는 4단계 평가등급 중 하나를 부여하도록 설계하고, 인증유형별 세부 판정기준과 유효기간의 정보, 인증제 운영절차를 마련하였다. 본 연구를 바탕으로 대학이 비교과 인증제를 실제 적용할 뿐 아니라 제도운영의 개선방안 탐색과 보완연구를 진행한다면, 보다 내실 있는 비교과 프로그램의 질 관리가 대학교육 현장 안에서 이루어질 것으로 기대된다.

The purpose of this study was to develop a extracurricular program accreditation system as an institutional measure for comprehensive quality control of the extracurricular programs of universities. In this study, the characteristics of concept exploration and evaluation model of extracurricular program evaluation were analyzed and the case of quality control of extracurricular programs at the university level was investigated. In addition, the assessment criteria were designed based on the CIPP model and explored what should be considered in the design of the extracurricular program accreditation system. As a result, the accreditation indicators of extracurricular programs were divided into the context, input, process and product stages, and the six areas, 14 criteria, and 16 assessment items were set. Each assessment item was also designed to be given one of the four levels of assessment, and detailed criteria for judgment by type of accreditation, information on the period of validity, and procedures for operation of the extracurricular accreditation system were prepared. Based on this study, it is expected that the quality management of more substantial extracurricular programs will be carried out within the university education site if universities not only apply the extracurricular accreditation system but also explore ways to improve the system s operation and conduct supplementary research.
