낙동강 물 관리 정책 분석

The purpose of this study is to analyze water policy in Nak-dong river since 1990 by adopting the passage of time. This study shows that the main cause of water policy failure before Ministry of Environment establishment is combined management between water quantity and water quality couldn t be performed. At this period, central government is a major actor in the water policy process. After Ministry of Environment establishment, local government and private sector is also a major actor in the water policy process as a target and partner of water policy. Citizens try to force water policy process by forming interest groups. These actors play their roles in the water policy process with their own interests. Therefore, at this period, water policy is performed more of less successfully in comparison with before Ministry of Environment establishment. To solve water problems, the best options are not acting separately but cooperatively as a network among actors.
