주민자치센터의 운영실태분석과 발전방안

Recently, the government made reforms Eup·Myon·Dong system as field service to the community center. The object of the community center to increase all the resident s the quality of life through the operation of cultural, welfare, beneficial facilities and to play a centripetal role in raising the consciousness of self-governing and community through the participation of residents. But, contrary to the expectations, the community center has pointed out several questions on functional and operational system. Accordingly, this paper has analysed the general state, results of survey and accomplished field investigation about the community center for the purpose of searching its development scheme with a case of the Ulsan metropolitan city. The results are as follows. First of all, Dong as administrative tier system should be abolished in maintaining the designation and area of Dong and the community center should be operated mainly under the resident s organizations of self-governing which is based on a basic sphere of living. And this paper has presented functional reconfirmation and program of promoting the efficiency of the community center. Especially, promoting plan of efficiency in operation of facilities and program, strengthening plan and criterion of constitution for the committee on resident s selfgoverning, diversification the recruiting of volunteers and rearing and management plan of theirs, systemic publicizing and educating of the community center, supporting the operational financial resources of the community center, evaluation and feedback system were also emphasized.
