지방선거에서 유권자의 역할과 선택

It is impossible to overstate the importance of the local electorate s active participation for the successful establishment of local self-government, which was conceived to promote effective democratic accountability in the first place. This study will figure out what could be the desirable role and reasonable choice for those local electorate, who were lately allowed into the only direct form of participation under the current constitutional setting. The structure of this study is as following. First, the role of the electorate will be examined in its normative aspect, referring to the hitherto studies on the issue. Second, I will also largely classify and organize the widely scattered volumes of empirical analyses on the problems revealed by the practices of local self-government during the last 12 years. Last, to cope with those so-clarified problems, I will suggest what kind of reasonable choice the local electorate should make.
