In normative approach, this study explores the implication of local governance and the role of local council to construct local governance in historical contexts in which local government reform is forced by economic globalization. The essentials of local community development is to enhance governmental competence of citizen. Thus, We need to construct local governance that encourage multi-centered governmental authorities in local levels. In this contexts local council, represented as the institutional space of democratic politics in local levels, should play the central role in constructing local governance. The roles are following; the first, constructing coherent governance through promoting cooperation relationships among local council, local authorities, and local civil society: the second, playing the important role in combination of local governance and local government: the third, cultivating the policy making competence for citizen to trust local government and constructing positively policy networks, policy communities: trying to realize democratic visions for breeding social capital in political practises.
