We should not recognize a disaster as an unavoidable accident any longer. Through the Daegu subway fire, we are fully aware that the uncountable payment has been made in terms of human lives and social expenditure. Experiencing such unpredicted misfortune, we have learned a priceless lesson that all the people living in the Daegu area can be driven to a state of panic. This kind of a subway disaster should never occur again. To end such a disaster, first, we should now scrutinize and evaluate, as a planning stage, such occurrences in the past. At the same time, we should grade the degree of all the possible disastrous occurrences existing at the present as well as in the future. Second, we should construct a scheme of comprehensive crisis management. On this stage, we should just focus on preventing any disaster from occurring, while minimizing its damage. Third, a system for comprehensive disaster management must be established. Fourth, we should train man-power specialized in crisis management, and educate citizens on social safety as a daily routine at a specially designed place in which they can experience a potential disaster. Fifth, we should always put crisis management agents on alert, and they should check their capacity in preparation for a possible disaster. Finally, we should put related agents and organizations into order legally and institutionally with a view to construct a comprehensive system.
