인적재난관리에 대한 시민의식

This study is an analytical examination of the civic consciousness of the management of man-made disasters. This study aims to examine the problems of the disaster management, where the responsibility for the disasters lies, the programs of securing finance for the prevention of disasters, and the measures of the government to deal with the disaster management. And it also aims to analyze the differences in the consciousness of the management systems of the man-made disasters between the general citizens and the civil servants. The results of the research and analyses have revealed such problems of the disaster management as the structural problems, the lack of the consciousness of safety culture, and coping with crisis in emergencies and the problems of restoration activities. The analyses have shown that the groups concerned with the man-made disasters should be responsible for the outbreak of the man-made disasters. And in order to secure finance, they have wished to establish an object tax. Now is the time for the government and the people to change the understanding of disaster management. The government should improve the disaster management systems and make a bold investment by giving the highest priority of policies to disaster management.
