지역사회의 재난관리체계 구축을 위한 이론적 탐색

This article investigates the disaster protection system in Korean community. It is discovered that the disaster protection system of Korean community is comparatively non-efficient system to Japanese system. It also is found that disaster protection system of Korean community has not found community based organizations for local disaster protection system so-called the governance system. However, we can find many community based organizations not only for welfare program but also for local disaster protection system in Japanese community. According to these findings, this study suggests that disaster protection system of prefecture(Korea s Do) must be decentralized to city and county(Korea s Si & Kun) through the theoretical review of governance model and network theory.
