자치경찰제 도입방향(안)에 대한 경험적 연구

An Empirical Study on Introduction Perspectives of Self-governing System in the Police

This study is to analyze the introduction of self-governing system in the police focused on the local police committee to increase efficiency of the police system through the improvement of centralized police system in Korea, and to be democratic police as servants or the police serving for citizen and community. It is in need that the police should change the way of thinking into being customer-centered and citizen participation should be increased. It is desirable that the system should be established as an independent institution and managed by common consent. As for members of it, five is proved to be proper. Various ways can be used for democratic and special characteristics in selection of the members such as the way the mayor and the provincial governor appoint them by approval of the local assembly on the recommendation of mayor, provincial governor and national police committee. The position of the committee should be higher than the president of the regional police headquarters for preventing conflicts with him and there should be a ban for holding more than one office for the committee. As for duties and rights of the committee, there should be security of public peace, guard, crime prevention, investigation and management of traffic accidents and police affairs and it is in need that mutual assistance between local police committee and national police committee should be cleared up.
