The purpose of this study is to present responsive prospects of the local educational autonomy system and local autonomy system in korea. To achieve the purpose of this research, this study tried to redefine the nature and basic ideal of education self-governing system and local autonomy system. By definition, the local educational autonomy system pursues local decentralization, civil control, independence of education administration from general public administration, and professional management of education. From the viewpoint of these four ideals, this study critically reviewed the current local educational autonomy system and local autonomy system, and these weakness and problems. Come to a conclusion, it was analyzed desirable plan in form of civil control, in stratification of local autonomy, and in management of finance for local educational system. Also, it was had a correct understanding that the nature and four ideals of educational autonomy should be realized and the close relationship between the local educational autonomy system and local autonomy system.
