This paper outlined development perspectives of administration and financial system in which have structured the institution and the power of local government, service allocation, and financial resource distribution in both metropolitan city and autonomous district; these administrations should be autonomous government in current system with strengthening the coordinating authority of metropolitan city mayor in personnel, public finance, and development plan. The more specific developmental perspectives can layout as those: First, in terms of the structure and the power of local government, the mayor of metropolitan government has coordination power for more effective management of a big city in personnel, finance, and planning. And the district mayor be freed from political party s nomination. The number of local councilor be restricted to duplicated job of some district and metropolitan city councilors who will position to regular pay scale and be freed from the party s nomination. Second, in terms of service allocation, the autonomous administration except metropolitan city, coordination and supporting systems be devolved into the district governments and reorganized the duplicated works in both metropolitan and autonomous districts. Third, the distribution of financial resources be bounded to the distribution of local tax bases and financial resources, the focus of financial resources be developed into the autonomous district tax for securing local government budgets. And for equalizing the financial resources among the local governments, the high degree-equalized financial bases be reorganized and reduced to the size of financial control grants
