A Study on Community Welfare Service Execution Sytem

The purpose of this article was to verify the existing system to secure a community welfare service execution system to respond to various needs and demands of the welfare customers and to build an integrated network model to establish an effective community-centered welfare service execution system. To achieve the purpose of this study, empirical analysis related to community welfare service and comparative analysis related to domestic and foreign community welfare delivery systems were performed. Major content of the integrated network model regarding community welfare service execution system based on those analysis results are as follows; First, the community welfare service provider should not be central government but the local governments. Second, the future oriented community welfare service execution system should be cooperative model between public sector and private sector. Third, there should be the participation of local residents in the process of establishment and execution of community welfare policy of the local governments. Fourth, in order to improve welfare service execution system of the local governments, improvement in specialization, unification and consistency of the welfare administration should be needed. Fifth, it is important to remove the redundant parts of the welfare function of the central government and local governments.
