A Study on the Index Development and Application Model for the Performance of City-Country Consolidation Policy

The purpose of this study is to investigate the existing researches on the performance evaluation of city-county consolidation policy, analyze the problems of the evaluation index, and develop new index which is more desirable. And this article developed the application model for the performance evaluation of city-county consolidation policy with the new index. It is expected to contribute the hereafter evaluation of city-county consolidation policy. The results of the study can be summarized as following: (1) The existing researches suggest different results with affirmative or negative effects. It is because there are subjective measurement rather than objective, and there are political, economical, social, and cultural characteristics in each city and county. Also they lack of clear evaluation factor selecting on criteria, integrated overview for evaluating the criteria, adequate evaluation point of time, and theoretical discussion on analysis frame. (2) This article set efficiency of public administration, actualization of participation administration, assurance of fairness on service provision, and strengthening of competitive power in city as the criteria for performance evaluation, and develop the performance evaluation index according to this criteria. The evaluation model set individual index method and totality index method which weigh with section quotient and individual index.
