A Study on Public Enterprise s Development and Program Diversification in an Era of Decentralization Reform : Focusing on Public Corporation of Kyongbuk Development

From Kim Dae Jung Administration in Korea, in terms of central government and local government, government reform has been performed to have new aspect of public management which is different from traditional public administration. This kind of government reform indicates new direction of public management emphasizing private enterprise s management system and market system to enhance public management s efficiency and performance. Under the national policy transformation, local government and local public enterprise have an important role for regional development and citizen life. The main reason is that after having decentralization in Korea, the role of local government and local public enterprise has been changed for regional development. Under the central government system, the role of local government and local public enterprise was only an agent or a public services middle deliverer of public services of central government. At the same time, citizens were treated as beneficiaries of public services not as customers of public services. After having decentralization system, however, local government and local public enterprise should have a role of producing supplying public services for local citizens. For sustaining changed role, local government is required to have ability and capacity for producing public services for citizens. Local public enterprise is the newly emerging institution for the changing environment as important as local government. For satisfying the required environment, public enterprise must diversify its programs and seek development ways for regional development and citizens. Thus, this research is focusing on development ways of local public enterprise with diversifying its programs.
