The goal of this study is to establish the Environmental Management System(EMS) Model in local government to manage effectively its problems in terms of goal and constituent of EMS. The goals of EMS derived from the characteristics of environmental problems are field, integration, sustainability, and the constituents of EMS are management subject, target, method. This study presents EMS model that must be taken into consideration when managing the environmental problems in local government. First, EMS has to be established to treat practically the environmental problems related to residents life. The relevancy of EMS to its field and situation is needed. Second, EMS needs to integrate many subjects and targets for environmental management because of the complexity and interrelation of environmental problems. Third, the goal of environmental management is to maintain the equilibrium of natural eco-system, so EMS is precautionary, positive, future-oriented against the environmental problems of local government. In this context, EMS covers most aspects of environmental protection including residents education, legislation, and directive.
