This study aims at developing strategies of government reform in Korea. For this purpose, the study reviews the applicability of New Public Management (NPM) to the Third world countries as the basic theory of government reform and selects the progressive government reform model of New Zealand. This study separates the reform into two stages: the first and the second stage and analyzes the government reform process of New Zealand. Based on this analysis, the study tries to find some implications for the government reform in Korea.
