The paper aims to develop a set of human settlement policies facilitating regional growth through population influx from the neighboring municipalities, with special reference on the periphery of Ulsan Metropolitan Region (UMR), Korea. The preliminary results of the study suggest that following policy options, namely, the promotion of mixed land-use between works and settlements, the development of conurbation at extended metropolitan level, the enhancement of spatial interdependency, and the establishment of spatial networking, could induce population influx from other municipalities next to UMR, and promote further regional growth. Yet, it is also witnessed that multiple application of these human settlement policies on specific area tend to be more effective rather than single s one. Furthermore, the authors argue that the empirical evidences of the study would be relevant for other regions, in which the recession of regional economy and the outflow of local residents are increasingly apparent over recent decades, if the policymakers in the region make intensive endeavors to conduct spatial analysis and set policy priority in appropriate manner.
