An Exploratory Study on Civil Culture and the Tasks of Regional Cultural Policy

This study is a exploratory research on regional culture policy related to the encouragement of civic culture in tandem with the introduction of culture in the field of local public administration and policy. The culture incumbents in the time of local autonomy need to have a cultural strategy to achieve civic culture through decentralization and through autonomy and self-regulation. This strategy is based on the premise that the culture incumbents should be citizens living in the area. In propelling regional culture policy for achieving civic culture, local government should provide minimum standard on civil cultural life deriving from the principle of civil responsibility and civil self-reliance. Its means is based on bottom up communication and customer oriented policy. In addition, this regional culture policy has comprehensive viewpoint, which is contrary to the intervention by government in civil cultural activities. This regional culture policy should also allocate civil cultural provisions adequately and provide spacious cultural venue. This policy should take into account the access to culture facilities and activation of civil debates and the design in the allocation of urban provisions.
