Do we consider ‘gender’ in Child Policy? - Gender analysis of the 1st Basic Plan for Child

본 연구는 우리나라의 아동정책이 젠더를 고려하고 있는지 평가하기 위해 우리나라 아동정책을 젠더 관점에서 분석하는 젠더 분석틀을 제안하고, 제1차 아동정책 기본계획에 대한 젠더분석을 실시하였다. 분석 결과, 정책의 성평등 이슈와 젠더 관련성을 분석할 수 있는 아동정책의 ‘비전과 목표’에서 ‘성평등 목표’, ‘목표에 포함된 개념의 성인지성’이 고려되지 않았다. 정책 영역별 전략 및 중점과제의 젠더 분석에서도 사회구조적 젠더 격차와 성별 고정관념에 의한 정책 요구와 성별 형평성이 충분히 고려되지 않아 아동이 사회구성원으로서 젠더간 권력과 자원배분의 불평등에 영향을 받고, 아동의 생존, 발달, 보호, 참여에 부정적 영향을 미칠 수 있다고 분석하였다. 아동정책 젠더분석 결과에 기반하여 교육정책 영역에서 아동기 사회화 과정 전반에 대한 성인지적 정책개입, 건강정책 영역에서 성별 고정관념과 억압적 사회구조로 인한 여아의 건강 불이익을 해소하는 정책, 안전정책 영역에서 아동 성범죄에 대한 단호한 처벌과 피해자 보호, 사회경제적 취약성과 젠더의 교차성을 드러내고 이를 해결하기 위한 정책, 성평등한 아동정책 추진과 환류를 위한 아동정책 실행기반 마련 등의 정책 과제를 제안하였다.

This study is a gender analysis of Korean Child Policy. We proposed revised gender analysis tool of Child Policy and conducted gender impact analysis of the 1st Basic Plan for child. In the analysis of vision and goal of the Plan, ‘gender equality’ and ‘gender sensitiveness’ was not considered. In the analysis of strategy and core tasks, differential demand and inequity from gender gap and stereotypes were ignored. As a result, children’s survival, protective, developmental and participative rights are not fully guaranteed and damaged. We suggested gender-sensitive involvement in socialization, alleviation of female children’s unhealthy effect from gender inequality, zero tolerant punishment of sex offenders, identification of intersectional inequality of children and gender-sensitive child policy delivery and feedback system.
