To ensure the least level of living services, an equal supply of infrastructure is important which provides services closely related to people s lives. However, the current decision of selecting the location of the infrastructure is made in terms of the total number of each municipality. Therefore, this study determines the location of urban infrastructure based on the population and accessibility of service, so that residents can be provided with equal services. Upon determination, the Location Model, P-median and Service area setting considering partial cover problem, and population centroid point is applied. As a result, although population centroid should be considered because the service needs to be provided to more people, it was more appropriate to select the location by the Location Model. Additionally, since the maximum allowance of distance is limited to 2km, it was more suitable to use a service model which considered the partially covering problem than P-median model, which considered the shortest distance. Lastly, it was better to select more suitable location by disregarding the population weight within the service area of existing facilities. This study has significance in selecting a location where the convenience of residents can be maximized by implementing the theoretically presented location model through actual case analysis.
