The Local Community Economy and Community Currency: The System of Community Currency for Social Economy

지역화폐는 세계 여러 지역에서 다양한 형태로 발전되어 왔다. 제1세대의 레츠, 제2세대의 타임뱅크, 제3세대의 지역화폐, 제4세대의 로테르담 NU카드 등의 지역화폐가 서로 공존하기도 하고, 발전하기도 하면서 일정한 역할을 수행해 왔다. 이들 각 유형별 지역화폐는 목표달성에서 일정한 성과를 거두기도 했으나, 각각 확장에 장애와 한계를 가지고 있어 지속적 발전에 상당한 제약을 가지고 있기도 하다. 이 논문은 이러한 지역화폐 유형을 비교 분석한 후, 지역공동체 경제인 지역의 사회적경제 활동 교환수단으로서 효과적으로 기능할 수 있는 지역화폐유형과 시스템을 제시한다. 이 지역화폐 유형은 제3세대 유형으로 하되, 시스템의 구성은 지역별 사회적경제 조직 및 회원들의 참여와 또한 대출 등 금융기능을 담당할 금융기관을 포함하는 것으로 한다. 이와 함께 이 지역화폐의 유통 활성화 방안, 지속 가능한 운영체계도 제시한다.

Community currencies have been developed in various forms in the many parts of world. Community currencies such as LETS, Time Bank, the Regiogeld and Transition money, and Rotterdam NU Card have developed sequently and co-existed with each other, having played a their roles. Each of these types of community currencies has achieved some outcomes in their objects, but there have been many obstacles and limitations in their growth and expansion. After comparing and analyzing these types of community currencies, this paper presents the types and systems of community currencies that will function effectively as a money of the regional social economy of regional community economy. This type of local currency is a third generation type, and the system is structured to include local social economy organizations and their members as well as financial institutions that will take charge of financial functions. Along with these, the expansion strategies of circulation and a sustainable operating system of the community currency are also proposed.
