일본 원산지증명서의 전자화에 대한 연구

A Study on the Electronization of Certificates of Origin in Japan - Focusing on Non-Preferential Certificates -

본 연구는 한국과 교역량이 많으면서 인접해 있는 일본 비특혜원산지증명서의 전자화 검토를 통해 우리 정부 측면에서 유의해야 할 사항을 살펴보고 정책적 제언을 하는 것이 목적이다. 이를 위해 한국을 포함한 미국, 영국, 프랑스, 싱가포르의 원산지증명서 전자화 현황을 살펴보고, 일본의 비특혜원산지증명서 관련 문헌을 검토하였다. 연구 결과, 우리정부는 일본과 비특혜원산지증명서 교환시스템 플랫폼 구축을 통해 교역의 원활화를 기대할 수 있을 것이며, 일본 비특혜원산지증명서 전자화에 대한 내용 홍보를 통해 기업들이 불이익을 받는 사례가 없도록 해야 할 것이다. 따라서 한국 정부는 일본 비특혜원산지증명서의 전자화 내용을 주의 깊게 검토할 필요가 있다.

Purpose : The purpose of this study is to examine the matters that should be noted from the Korean government s perspective and make policy recommendations through electronization review of the Japanese non-preferential certificate, which is close to Korea and has a large amount of trade. Research design, data, methodology : The current status of electronization of C/O in the United States, United Kingdom, France, and Singapore, including Korea, was reviewed, and documents related to Japanese non-preferential certificates were reviewed. Results : As a result of the study, the Korean government can expect to trade facilitation through the establishment of a platform for the exchange of non-preferential certificates with Japan. In addition, it is necessary to ensure that companies do not suffer disadvantages by promoting the contents of the electronization of Japanese non-preferential certificates. Conclusions : Therefore, the Korean government needs to carefully review the electronization of the Japanese non-preferential certificates.
