장애인활동지원과 사회참여의 관계

The Impact of Personal Assistant Service (PAS) on Social Participation

본 연구는 장애인활동지원의 사회참여 효과를 살펴보고자 하였다. 이를 위해 장애인고용패널조사2차웨이브 1~3차년도를 활용하여 준실험설계인 성향매칭점수와 이중차이분석을 결합한 매칭이중차이 분석을 실시하였다. 이를 통해 이용자들 간 차이에 초점을 두는 선행연구와는 다른 방향에서 사회참여 효과를 검증하고자 하였다. 분석결과 단순이중차이분석에서는 장애인활동지원의 효과가 나타나지 않았으며, 더욱 엄격한 회귀모형에서는 부분적으로 효과가 있는 것으로 나타났다. 이를 장애인활동지원이 모든 이용자의 사회참여 장벽을 극복할 만큼 충분한 것은 아니며, 사회참여의 증진을 위한개별적 사정과 지원이 필요하다는 점을 보여주는 것으로 해석하였다. 본 연구의 분석결과는 관련 환경을 포괄하는 개별화된 사회참여에 대한 사정과 그에 대응하는 지원이 필요함을 시사한다고 할 수있다.

This study examines the impact of Personal Assistant Service (PAS) on social participation of disability. And the data set of this study used the first to third waves of Panel Survey of Employment for the Disabled (PSED) 2nd version. The purpose of this study is to verify the impact of PAS on social participation in a different direction from the previous study, which focuses on differences between user. As the analysis, PAS had no impact of social participation for the disabled in the simple difference-difference analysis. But in the regression model, PAS was affecting the number of social participation activities. These findings may be that PAS is not sufficient to overcome barriers to social participation of all PAS users and each type of social participation needs assessment and corresponding PAS. In conclusion, it suggest that personalized assessment and PAS for increase in social participation.
