The Korean Unification and the Future of South Korea’s Ground Troops

이 글은 한반도 통일을 지향하는 과정에서 현재 및 미래의 안보상황을 바탕으로 분쟁의 미래를 예측하고 이에 따른 한국의 군사력 건설방향에 대해 논의한다. 한반도의 미래전쟁과 안보상황의 모습을 제시하고 지상군을 중심으로 한국군의 군사력 건설 및 운용방안에 대한 문제제기를 하고 대안적인 방향을 제시하는 것이 이 글의 목적이다. 현재의 북한 위협에 대한 대응에서나 미래의 주변국 위협을 강조하는 측면에서나 한국의 군사력 건설은 새로운 방식의 지상군 전력 건설이라는 고민을 포함해야 한다. 이러한 관점에서 현재 및 미래의 한국군 지상군 건설 방향에 대해 다음 몇 가지 질문을 던질 수 있다. 지상군은 북한의 재래식 군사력 위협에 대해서는 오랜 준비를 해 왔지만, 핵무기 및 대량살상무기(WMD)의 위협에 대한 역할을 구체화하였는가? 그동안 북한의 전면적 도발에 대한 억지와 이에 대한 방어에 집중하였지만, 최근 집중되고 있는 북한의 제한적 도발에 대한 지상군의 억지 및 방어 전략은 제시하고 있는가? 가령 한국형미사일방어체계(KAMD) 및 한미연합 선제타격체제(Kill Chain)에서 해군 및 공군과 차별되는 육군의 역할은 무엇인가? 다른 한편, 병력운용 계획을 입안할 때 소위 ‘북한 급변사태(the North Korean contingency)’로 일컬어지는 한반도 유사시 발생할 수 있는 안정화 작전의 소요병력을 고려하고 있는가? 또한 안정화 작전을 수행함에 있어서 병력운용 방식은 어떻게 계획하고 있는가? 마지막으로 글로벌 안보환경의 변화 및 미국, 중국, 일본의 군사력 운용 및 군사전략의 관점에서 우리의 병력운용 및 군사력 건설 방향을 고민하고 있는가? 한국 군사력 건설의 기본적인 방향은 한반도에서의 ‘전쟁의 미래’에 대한 오해를 극복하고 한반도 ‘미래의 전쟁’에 대한 냉철한 판단에 기초하여 이루어져야 한다.

This paper discusses how South Korea pursues its arms buildup program given the future security environment on the Korean peninsula. In particular, it emphasizes on how the ground troop should be developed. Given the threats from North Korea and surrounding powers, the Korean government should come up with a new way of thinking in its arms buildup. In this regards, this paper asks the following questions. First, how is the ground troop prepared to respond to North Korea’s nuclear and missile program? Second, does it have any specific plan to respond to North Korea’s limited provocations as opposed to the full-scale war? Third, what is the ground troop’s plan on the KAMD and Kill Chain that is differentiated from those of the air force and the navy? Fourth, are they prepared for the North Korean contingency plan and the stabilization operation? Finally, are the military doctrine and policy of the surrounding powers such as the U.S., China, Japan and Russia considered when South Korea’s ground troops plans for its military buildup? This paper argues that South Korea should not aim for the arms buildup itself based on the future of war, but rather consider the importance of the war of future on the Korean peninsula.
