국제개발협력 레짐과 원조

International Development Cooperation Regimes and Foreign Aid: A Case Study of South Korea

본 연구에서는 국제개발협력 레짐과 원조의 관계에 초점을 맞추어 이승만 시기를 중심으로 대 한국 원조의 특징을 분석해 보고자 한다. 특히 이 논문은 한국 사례를 통해 원조 효과성, 즉 원조 성패를 분석하는데 있어 원조 관리 및 집행 방식이 주요한 제도적·환경적 요소임을 밝힘으로서 국제개발협력 분야의 주요 주제인 ‘왜 원조는 대부분 실패하는가?’라는 질문에 대해 이론적·경험적 시사점을 제공하고자 한다. 또한 한국 원조의 특징을 설명하는데 있어 당시의 국제개발협력 레짐이 주요한 제도적 변수였음을 보여줌으로서 원조 효과성 논의에 있어 역사적·제도적 접근방식의 주요성을 강조하며 수원국의 지속적인 개발에 보다 효과적인 원조 개입 방식에 대한 시사점을 제공하고자 한다.

This study analyzes aid characteristics of South Korea focusing on Syngman Rhee era. In particular, this research highlights relationship between international development cooperation regime and foreign aid. Through a case study of South Korea, this study aims to highlight the importance of aid characteristics including aid management and implementation in analyzing aid effectiveness. By doing so, this study provides theoretical as well as empirical lessons in regard with the question of “Why does foreign aid fail in most of cases?” The paper shows that international foreign aid regime played an important role in explaining aid characteristics to South Korea and highlights the importance of historical/institutional approach in discussing aid effectiveness.
