해양안보 분야 국내 연구동향에 관한 분석 및 평가

An Analysis and Evaluation on Maritime Security Research in South Korea

본 연구의 목적은 2013년 상반기부터 2014년 상반기 동안 국내에서 발표된 해양안보 관련 연구 결과물들의 연구 동향을 분석하여 역내 해양안보 질서에 대한 평가와 전망을 내리고 향후 연구주제를 도출하여 해양안보에 대한 학문적 관심도를 증대시키는데 있다. 본 연구는 해양안보의 개념적 고찰을 통하여 해양안보를 전통적 해양안보 및 비전통적 해양안보 분야로 구분하였으며 하위분야로 해양전략, 해양분쟁, 해양안보, 그리고 해양협력 분야를 포함하였다. 이러한 분류를 토대로 연구대상물 총 48건을 분석한 결과 국내 연구자들이 가장 많이 연구한 분야는 전통적 해양안보 분야인 해양분쟁 분야이고 이어서 해양전략, 해양안보, 해양협력 순으로 연구를 수행했다. 주요한 연구 주제는 미중 해양패권 경쟁, 공세적 해양전략 및 해군력 증강 경쟁, 그리고 역내 도서 영유권 분쟁으로 동아시아 해양안보 질서를 비관적으로 보는 현실주의적 시각이 지배적이었다. 현 동아시아 해양안보 질서의 불안정성과 불확실성이 심화되는 상황에서 이러한 연구 경향성은 지속될 것으로 보이나 연구 주제의 편향성으로 인한 이론적·정책적 불균형성을 양산하지 않기 위해 해양협력을 포함한 비전통적 해양안보 분야의 연구가 보다 활성화될 필요가 있다.

The main goal of this study is to evaluate and prospect maritime security order in East Asia as well as to improve academic interest in the field of maritime security by conducting literature review published in South Korea from Jan. 2013 to Jun. 2014. Through reviewing the concept of maritime security, this study categorizes maritime security into two fields, such as traditional maritime security and non-traditional maritime security in which maritime strategy, maritime dispute, maritime security, and maritime cooperation are included. This study found that the most popular field was maritime dispute, followed by maritime strategy, maritime security, and maritime cooperation by analyzing 48 articles and books. The key research topics were maritime hegemonic competition between US and China, offensive maritime strategy and naval arms race, and territorial disputes in the region. The realist perspective was dominant that had a pessimistic view of maritime order in East Asia. We may continue to see this academic trend in the future as unstable and uncertain maritime order in the region sustains. This study strongly suggests that researchers should pay more attention to the field of non-traditional maritime security in order to make a more balanced research.
