2013-2014년 해양정책 분야 국외 연구동향 분석

A Study on the Maritime Policy Research in 2013-2014: Maritime Piracy, Maritime Terrorism, Search and Rescue at Sea, and Boat Migrants and Refugees

본 연구는 해적 및 해상 강도, 해상 테러리즘, 마약 및 무기 밀거래, 해난 수색 및 구조, 해상탈출 난민 등 새로운 해양안보 위협요인에 대한 최근 국외의 연구동향을 분석한다. 그 분석 대상은 2013년 1월부터 2014년 12월까지 국외에서 영문으로 발표된 동료심사 학술지 게재논문들이다. 본 논문은 다음과 같이 구성된다. 제2절은 해적 및 해상 강도 이슈를 다룬다. 이미 국제조직화, 기업화되고 있는 해적의 문제는 국경을 넘어선 인류의 문제이다. 해적행위는 지리적으로는 주요 해상교통의 요충지를 중심으로 발생하며, 해적발생국의 빈곤과 정치적 불안정을 매개로 확산되는 특징을 갖는다. 제3절은 해상 테러리즘, 마약 및 무기 밀거래에 관한 연구 경향을 분석한다. 정치적으로 불안정한 아프리카와 중동 일부 지역, 아프가니스탄, 스리랑카와 인도네시아와 같은 지역의 해양은 마약 및 무기 밀거래의 온상이 되고 있다. 제4절은 해난 수색 및 구조에 관한 연구 경향을 분석한다. 해난 사고는 비행기의 해상 추락 등으로 발생하기도 하지만 주로 선박의 침몰, 좌초, 화재, 충돌 등 해상 고유의 위험에 의해 발생한다. 제5절은 해상탈출 난민에 관한 국외의 연구 경향을 분석한다. 유엔난민고등판무관(United Nnations High Commisioner for Refugees, UNHCR)에 따르면 2014년 한 해 동안 해상으로 탈출한 난민은 34만여 명에 이른다. 해상탈출 난민들 중 다수는 피난 도중 사망하거나 국제범죄의 희생양이 된다. 2000년 이후 14년 동안 무려 4만 명이 불법이주를 시도하다가 사고나 범죄로 목숨을 잃은 것으로 알려져 있다. 제6절은 각 분야별 연구 동향에 대한 분석의 결과를 요약하고 정책적 시사점을 도출한 후 향후 연구 동향을 예측한다.

This study analyzes the literature on maritime piracy and armed robbery, maritime terrorism, search and rescue at sea, and boat migrants and refugess that have been conducted during the period of 2013 and 2014. This study consists as follows. Section 2 focuses on the maritime piracy and armed robbery issues, which have become global issues beyond national boundaries. Section 3 examines maritime terrorism that have been taking place across the world, especially in Africa, Middle East, Afghanistan, and Indonesia. Section 4 explores the issue of search and rescue at sea. Section 5 focuses on boat migrants and refugees which have recently caught attention in Europe as well as in other parts of the world. Section 6 summarizes the findings of the study and suggests policy implications.
