조직침묵의 결과에 관한 메타분석

A Meta-Analysis on the Consequences of Organizational Silence

이 연구는 지난 12년간의 조직침묵의 결과 분석 연구를 종합하여, 메타분석을 하였다. 기존 연구의 한계점은 다음과 같다. 첫째, 유사변수들을 대상만 바꾸어, 중복검증하는 경향이 강하다. 둘째, 조직침묵의 영향모형을 구조화한 Morrison과 Milliken(2000)의 내용을 체계적으로 검토한 연구가 없다. 셋째, 민간과 다른 공공조직 내 침묵현상을 규명하려는 시도가 지극히 제한적이다. 이상 선행연구의 한계를 극복하고자 메타분석을 수행하였다. 분석대상은 2009년부터 2020년 2월까지의 국내 학위논문과 학술논문이다. 자료수집 결과 메타분석 요건을 갖춘 연구는 47편이다. 주요 연구 내용은 다음과 같다. 첫째, 조직침묵과 결과변수 간의 효과크기를 검증하고, 비교분석한다. 이를 통해 유사연구를 봉합하고 새로운 변수나 이슈를 제안하였다. 둘째, Morrison과 Milliken(2000)의 조직침묵의 영향모형을 교차 검증하고, 향후 연구의 방향을 제안함으로써, 조직침묵 연구의 지속성 확보에 기여한다. 끝으로, 조직침묵의 발생과정에서 민간과 구분되는 공공의 차별성을 분석하였다. 이를 위해 메타회귀분석을 수행하였다. 주요 분석결과는 다음과 같다. 첫째, 조직침묵의 가장 큰 결과는 반사회적 과업행동의 증가와 조직시민행동의 감소이다. 둘째, 현재까지의 분석결과는 Morrison과 Milliken(2000)의 모형과 부합하며, 일부 내용을 보다 구체적으로 재정립 하는데 기여하였다. 셋째, 조직침묵이 유발(+)하는 부정적 영향은 민간이 공공보다 더 큰 것으로 확인되었다. 상기 분석결과를 토대로, 일곱 가지 연구 함의점을 제시하였다.

This study performed meta-analysis of ‘organizational silence’ researches which have published for 12 years. Past studies have limitations as follows. First, there were strong tendencies of redundant analysis by changing subjects of similar variables. Second, there was no research that has structured theory of ‘organizational silence’ by Morrison and Milliken (2000) and applied on organizations to identify its impact. Third, cases of identifying ‘organizational silence’ on both private and public sectors were highly scarce. To overcome previous studies’ limitations, this study performed meta-analysis. Journals and dissertations published from January 2009 to February 2020. Qualified articles for the analysis were 47. This study explores as below. First, effect size between ‘organizational silence’ result variables was tested. Through this test, this study suggested new variables and issues. Second, a cross sectional analysis was performed on Morrison and Milliken’s ‘organizational silence’ to suggest further study and to contribute persistence of study of ‘organizational silence’. Finally, different impacts between private and public sector when occurrence of ‘organizational silence’ were analyzed. Results of the analysis are follows. First, ‘organizational silence’ induced antisocial behavioral tendency was increased, yet organizational citizenship behavioral tendency was decreased. Second, results of analysis were in consist of Morrison and Milliken model, furthermore some of results actually reinforced the model. Third, ‘organizational silence’ caused more negative effect on private sector than public. All in all, basing on the results, this study suggested seven implications for further study.
