자치경찰제에 적합한 경찰학교육인증제 도입 방안

A Study for Adoption of the Police Science Education Accreditation suitable for the Local Police System

학령인구의 감소와 미래 교육에 대한 성찰 등 외부적 교육환경과 더불어 국가경찰공무원 경채 비율 감소와 자치경찰제 시행과 같은 외부적 요인들이 경찰학 교육의 변화를 요구하고 있다. 경찰학의 발전과 미래 치안전문가의 양성을 목표로 하는 경찰학과의 발전 및 경찰제도의 변화에 대응하기 위해 자치경찰제에 적합한 경찰학교육인증제 도입을 제안한다. 경찰학교육인증제는 인증의객관성과 신뢰성을 담보하기 위해 감독기구의 공식적인 인정을 받은 외부평가기구가 평가인증을 담당해야 한다. 인증제 초기에는 대학이 자율적으로 인증을신청하고 자체평가보고서를 작성하여 외부평가기구에서 서면 평가를 실시하고부족한 영역에 대해서만 방문 평가를 실시하는 절차를 거친다. 외부평가기구는비전 및 교육목표, 교육과정, 학생, 교수, 시설 및 교육환경의 5개 영역에 대한최소한의 인증 기준을 마련하여 객관적인 평가가 이루어질 수 있도록 해야 한다. 5개 영역의 평가 결과 모두 충족할 경우에 4년의 인증기간을 부여하고, 1~2개 영역이 부족한 경우 2년의 인증기간을 부여하며 2년 뒤에 부족한 영역에 대해서만 재심사를 진행한다. 3개 이상의 기준이 부족한 경우에는 인증보류로 판정하여 1년 뒤에 재심사한다. 경찰학교육인증제의 핵심적인 부분은 성과중심 역량기반 교육과정이다. 자치경찰의 역량을 달성하고 강화하기 위한 교육과정을 편성ㆍ운영해야 하며, 측정가능한 성과를 도출할 수 있도록 설계해야한다.

There are External environments such as reduction of school age population, reflection on the future education, the rate reduction of the National Police Officers’ Career Hiring and the implementation of the Local Police System. These are demanding change in police science education. The purpose of this study is to propose the police science accreditation suitable for local police system. It is for development of the department of police science and police science, to respond to change in police system. The evaluation accreditation should be carried out by and external evaluation organization that has been officially recognized by the supervisory organization to ensure the objective and reliability of accreditation. At the beginning of the accreditation, the university voluntarily applies for accreditation and prepares a self-evaluation report. And the external evaluation organization conduct written evaluation of it. After that, visit evaluation is conducted only for the areas that are insufficient. The accreditation criteria are five areas: vision and educational goals, curriculum, students, faculty, facilities and educational environment. As a result of the evaluation of the five areas, if all are satisfied, an accreditation period of 4 years is given. If there is a shortage in one or two areas, a two-year accreditation period is given, and re-examination is conducted only for the areas that are insufficient after two years. If there is a shortage in three or more areas, it is judged as a pending accreditation and reexamined one year later. A key of the police science education accreditation system is a competency-based curriculum of performance-oriented. The curriculum to achieve and strengthen the competencies of the Local Police should be organized and designed to produce measurable outcomes.
