A Feasibility Study of HRD Infrastructure Project on an African Public Corporation

국제 협력이 점차 중요 해짐에 따라 한국 정부는 국제기구와 협력하여 개발도상국의 경제 개발을 지원하는데 노력을 기울이고 있다. 본 논문의 목적은 한국과 가나의 협력을 통해 가나의 송변전 부문에서 전력 기술 인력 확보를 지원하고 인력의 엔지니어링 기술을 향상하기 위해 교육훈련기관 설립 프로젝트의 타당성의 필요성 제시합니다. 선행 국제협력 프로젝트를 검토한 바에 따르면 경제적 타당성 조사 뿐 아니라 환경적, 기술적, 사회부 합성 관련 타당성 등의 다각적인 타당성 조사가 필요함을 확인할 수 있었다. 따라서 다면적인 타당성 분석을 수행하고자 기술, 경제, 법률, 운영방식, 진행과정에 대한 타당성 분석을 수행하였다. 본 논문의 결과는 가나에서 지속 가능한 훈련 센터를 운영하기 위해서는 강사와 훈련생의 수요와 공급을 확보하고 안정적인 훈련 인력을 확보하는 것이 중요하며, 과학자와 엔지니어를 위한 훈련 센터의 존재가 중요한 이유에 대한 증거를 제공했다.

There have been studies focusing on the positive relationship between HRD and economic development. This study adds to the growing body of literature by examining the feasibility of a Ghana HRD project by assessing five factors (Technical, Economic, Legal, Operational, and Schedule). The study suggests that securing the supply and demand of lecturers and training personnel are keys to operating a sustainable training center. The study contributes and offers evidence as to why the existence of a training center for scientists and engineers is vital. Furthermore, the analysis can provide a guide to political guidance in their decision-making process.
