미국의 교역형 산업클러스터의 사례연구

A case study of the traded industrial cluster in the US: Focusing on the TVC Energy Cluster

본 연구의 목적은 미국 TVC 에너지 클러스터 사례를 조사하여 주요 성공요인을 분석하고, 우리에게 주는 시사점을 제안하는 것이다. 현장의 심층인터뷰에서 도출된 성공요인은 다음과 같다. 첫째, 연방정부의 정책요인은 산업클러스터 간의 협력에 중요한 영향을 미친다. 둘째, TVC (Tennesse Valley Corridor)는 각 지역이 공존하는 형태로서 견고한 협력체계를 구축하고 있다. 셋째, 산업클러스터의 리더그룹은 기업 간 협력에서 핵심적 역할을 한다. 이 분석은 산업클러스터 조성과 산업클러스터 간 협력에 대해 세 가지 시사점을 보여준다. 첫째, 지역간 클러스터의 협의체를 설립해야 한다. 그 이유는 이러한 협력체제가 있어야 산업 클러스터 간의 연결을 용이하게 할 수 있기 때문이다. 둘째, 기업들이 TVC와 같은 협력적 클러스터 이니셔티브에 속하게 만들어야 한다. 이를 위해서는 연구지원 및 자금지원과 같은 실질적인 인센티브가 필요하다. 셋째, 교육을 중시하는 문화를 조성하고 지속적으로 인재 육성을 강화할 필요가 있다.

The purpose of this study is to investigate the case of US TVC energy cluster and to analyze the success factors and to present implications. Success factors derived from in-depth interviews in the field are as follows. First, federal government policy factors have an important impact on the cooperation among the industrial clusters. Second, TVC as a co-existing form in the regions has a solid cooperation system among them. Third, The leader groups of industrial clusters play an important role in cooperation among companies. The result of this analysis shows three implications about the formation and cooperation of industrial clusters. First, a consultative body in regional clusters should be established. The reason is that this system will be able to facilitate the connection among the industrial clusters. Second, we need to help industrial companies to fit in a cooperative cluster like TVC. Finally, we need to promote a culture that values education and continues nurture professional development.
