In the current COVID-19 crisis, our social institutions and policies are fundamentally transforming. Educational policy is also need to be change a lot. Despite educational policies should be determined by educational principles, ours are determined by political and economic principles. This situation bring great confusion in the school site. I criticized that existing policy decisions were made by a mediated perception that relies on statistics and data by Dewey s concept of appreciation . Next, I argued that the deliberations in the policy making process should be changed from scientific and mechanical to contextual and qualitative. Qualitative deliberation is a process that actively reflect to the needs and values of various members and a good clue to overcome the rigid sense. It will make our school site as an educational community rather than a bureaucratic community.
