가상화폐거래소를 이용한 보이스피싱 범죄수법과 예방에 대한 연구

A Study on Voice Phishing Method and Prevention Using Virtual Currency Exchange

과학이 발전하면서 보이스피싱도 함께 발전을 하였다. 즉 가상화폐라는 새로운 도구가 나왔고 이것은 실시간으로 전 세계 어디에나 보낼 수 있고, 전 세계 어디에서라도 돈으로 바꿀 수 있게 되었다. 이러한 새로운 도구를 보이스피싱이라는 범죄가 편승하기 시작했다. 보이스피싱범들은 자신들의 범죄수익금을 쉽게 이전할 수 있으면서 수사기관의 추적을 따돌릴 수 있는 도구로 가상화폐를 이용하였다. 이제는 가상화폐거래소를 비롯한 업계와 수사기관이 이들을 막기 위한 노력이 필요하게 되었다. 이를 위해 가상화폐거래소는 무엇을 해야하는지, 수사기관을 비롯한 정부는 무엇을 해야 하는지 고민하게 된 것이다. 그리고 기존에 없던 것을 위해 새로운 제도와 규정을 만들어야만 한다. 그 이를 위해 가상화폐거래소가 출금액수를 제한하고 지연출금 제도를 도입하여 사후적으로 손해를 방지할 수 있는 제도를 도입하여야 하며, 자체 FDS라는 개념을 도입하여 사전에 손해를 방지할 수 있도록 하여야 한다. 또 수사기관 등과 정기적인 정보공유를 통해 범죄정보를 사전에 인지하여 예방할 수 있도록 하여야 할 것이다. 정부 또한 실천가능하면서도 효율적인 정책을 입안하는 것이 필요하다.

In other words, a new tool called virtual currency has been introduced, which can be sent anywhere in the world in real time and converted into money anywhere in the world. The crime of voice phishing has begun to take on these new tools. Voice phishing criminals used virtual currency as a tool to easily transfer their criminal proceeds and beat the trail of investigators. Now, the industry and investigative agencies, including the Korea Exchange, need to make efforts to stop them. To that end, the virtual currency exchange has come to think about what to do and what the government, including investigative agencies, should do. And we had to create new systems and regulations for what had never been before. As a result, the concept of FDS was introduced, cooperation with China became essential, and the government prohibited the manipulation of telephone numbers to fundamentally prevent voice phishing and strengthened punishment.
