Securing of a Space Safe from Disease and Social History of Social Rights in Space

Covid-19 전염 시대에 ‘사회적 거리두기’는 질병원과 사람 사이 거리만큼의 공간을 확보함으로써 감염 위험을 줄이기 위해 시행된다. 세계적 팬데믹 상황에서 한 국가 내의 시민들끼리는 물론, 세계 사회 공동체 구성원으로서의 행동 규범으로 인식되고 있는 이 행위는 건강을 위한 개인의 권리이자 공동체를 위한 사회적 의무이며 국가적 정책의 대상이 되고 있다. 19세기 독일인들 역시 수차례의 다양한 전염병을 경험했지만 직접적인 치료방식이 발견되기 전까지 질병에 대항할 수 있는 방법은 사회라는 공간을 정화하는 방법이 유일했다. 산업사회로의 진척은 도시 내의 구성원들 사이에 질병으로부터 자신을 보호할 수 있는 안전한 공간 확보의 측면에서 불평등한 상황을 초래하게 된다. 일부는 안전한 주거를 위해 교외로 나갔지만 노동자들 중에서 생업과 물이 직접 연결되는 이들이나 부르주아의 사회적 관계를 대신해주는 서비스업 노동자들은 자신들의 안전한 공간 확보를 포기할 수밖에 없었다. 이들은 산업 자본주의 사회에서 발생한 사회적 불평등을 연구하는 과정에서 대체로 배제된 이들이었지만 부르주아의 사회적 관계를 유지시켜 줌으로써 산업 자본주의 유지와 부르주아 문화 발전에 없어서는 안되는 종류의 노동을 수행했다.

In the era of the Covid-19 epidemic, “social distancing” is implemented to reduce the risk of infection by securing space equal to the distance between the disease source and the person. Recognized as the norm of conduct as a member of the global social community as well as among citizens in a country in a global pandemic situation, this behavior is a right for health for individuals, a social obligation for the community, and a subject of national policy. Germans in the 19th century also experienced various infectious diseases several times, but until medical treatment was discovered, the only way to fight the disease was to purify the space of society. Progress toward an industrial society led to an unequal situation in terms of securing a safe space to protect themselves from diseases among social classes. Some went out to the suburbs for a safe dwelling. However, workers who had to maintain their livelihoods on the basis of waterways and workers who were in charge of bourgeois housework were forced to give up the safe space. They were largely excluded from the studying about social inequality arising in industrial capitalist society. But by carrying out bourgeois social relations instead, they performed the kind of labor essential to the maintenance of industrial capitalism and the development of bourgeois culture.
