드론을 활용한 안전정보 통합관제센터 구축 방안

Establishment of Safety Information Integrated Control Center through Drones

현재 드론은 다양한 분야에서 활용되고 있으며, 그 범위가 더욱 확대되고 있다. 본 연구의 목적은 드론을 통해 수집되는 안전정보를 지역사회의 통합관제센터에서 활용하는 방안을 논의하는데 있다. 문헌연구를 통해 기술적인 분야는 제외하고 드론을 활용한 지역사회의 안전 개선에 중점을 두고 논의하였다. 대부분의 지방자치단체에서는 안전을 위해 통합관제센터를 구축하여 운영하고 있다. 통합관제센터는 CCTV를 기반으로 시스템이 마련되어 있으며, 대부분 영상정보를 통해 안전활동이 이루어지고 있다. 드론을 통해 수집되는 다양한 안전정보를 통합관제센터에서 활용할 수 있도록 시스템이 필요하다. 따라서 드론을 지역사회 안전 정보 수집에 활용하고, 그 정보를 통합관리할 필요가 있다. 무엇보다 드론을 활용하는데 인력적인 측면을 간과해서는 안 되며, 교육훈련과 연구 역량의 향상에 지속적인 지원이 필요하다.

These days, drones are being used in various fields, also the range has been further expanded. As the initial, technical and legal limitations are gradually resolved, the roles are being emphasized throughout the safety activities as well as crimes in the community. The purpose of this study is to discuss the use of safety information collected through drone in the integrated control center for the community. With the exception of the technical field, literature reviews have focused on improving community safety by using drones. The most of local governments has established and operate an integrated control center for local safety. There is a need for a system that can utilize various safety information gathered through drones in integrated control center. The integrated control center has a system based on CCTV, and the most of them have safety activities through video information. The Integrated Control Center is installed in local governments and integrates and links CCTV installed for various purposes such as living safety, traffic control, parking control, waste disposal, disaster monitoring, facility management, and child protection. Therefore, it is necessary to utilize the drones to collect safety information and to manage the information integrally. By monitoring the area in real time, it can prevent various crimes and illegal activities in advance. In addition, the risk can be quickly recognized, and the situation can be quickly notified to relevant authorities. It is positive to establish organic information sharing and cooperation system among related organizations. First of all, we should not overlook the manpower aspect of using drones, and we need continuous support to improve our training and research capabilities.
