정치이념으로서의 미래준비에 대한 고찰

Consideration of future preparation as a political ideology

정치이념으로서 미래준비가 작동할 수 있는지를 살펴본다. 정치이념의 변동은 정책결정에 영향을 미치고 국가 단위의 미래의 방향에 큰 영향을 미칠 수 있다. 그러나 여야의 정치적 투쟁은 국가의 미래 정책 수립과 지속적 집행에 한계와 제약을 초래한다. 본 논문은 정당의 정치이념에 의존하지 않으면서도 국가의 미래를 위한 중립적이면서도 미래지향적 정치체제를 가질 수는 없는가에 대한 질문으로 시작되었다. 이를 위해 우리나라의 대표적 정치이념의 특성을 살펴보고, 정치이념으로서의 미래준비 가능성을 탐색하였다. 그리고 미래지향적 정치체제로서 정부의 미래준비 역량과 시민의 역할을 살펴보았다. 결과적으로 정치이념으로서의 미래준비는 다음과 같이 정리할 수 있다. 첫째, 미래준비는 미래지향적 시민으로부터 지지를 받아야 한다. 미래지향적 시민은 미래세대적 관점을 견지하며 좌우 이념에 매몰되지 않은 다수의 시민을 의미한다. 둘째, 미래준비는 정치적 중립적이어야 한다. 여야로부터 독립되어 지지를 받을 수 있어야 한다. 셋째, 미래준비는 미래지향적 정치체제 형성에 영향을 미친다. 미래지향적 정치체제는 담당자와, 정치이념 그리고 예견적 거버넌스(Anticipatory governance)와 같은 구조 형성에 영향을 미친다. 본 논문은 정치이념으로서 미래준비가 작동할 수 있는지를 문헌연구를 통해 살펴보았다. 아직 이에 대한 실증적 연구는 부재하다. 향후 정치체제를 구성하는 미래준비 정치이념이 정책에 어떤 영향을 미치는지에 대한 연구는 남아있는 과제하고 할 것이다.

As a political ideology, we examine whether preparation for the future can work. Changes in political ideology can have an impact on policy decisions and a great influence on the future direction of the country. However, the political struggles between the opposition and the opposition parties lead to limitations and restrictions on the establishment and continued execution of future policies of the state. This thesis started with the question of whether it is possible to have a neutral and future-oriented political system for the future of the state without relying on the political ideology of the political party. To this end, the characteristics of Korea s representative political ideology were examined, and the possibility of future preparation as a political ideology was explored. And it looked at the government s ability to prepare for the future and the role of citizens as a future-oriented political system. As a result, future preparation as a political ideology can be summarized as follows. First, future preparation must be supported by future-oriented citizens. Future-oriented citizens refer to the majority of citizens who maintain the perspective of future generations and are not buried in the left and right ideologies. Second, future preparation must be politically neutral. It must be independent from the opposition parties and be supported. Third, preparation for the future affects the formation of a future-oriented political system. The future-oriented political system influences the formation of structures such as the person in charge, political ideology, and anticipatory governance. This thesis examined whether future preparation can work as a political ideology through literature research. There is still no empirical research on this. The research on how the political ideology of preparing for the future, which constitutes the political system in the future, affects the policy will remain a task.
