Balanced Regional Policy in Korea and Policy Recommendations for Busan Financial Center

본 연구는 2003년 노무현행정부가 강조한 지역과 수도권과의 격차 해소를 위한 국가균형발전정책의주요 특징과 성과 등을 분석하고 구체적인 사례연구로 부산금융중심지 육성전략을 제시하고 있다. 노무현행정부는 국가균형발전에 초점을 두었으나, 이후 이명박 및 박근혜 행정부는 국가균형보다는지역발전을 강조하였다. 국가균형정책의 가장 두드러진 성과는 지역의 전략산업과 연계한 수도권소재 공기업을 지역의 혁신도시로 이전하는 것이다. 부산의 경우 금융, 해양 및 영상산업이 혁신산업으로 선정되었으며, 본 연구에서는 금융산업육성을 위한 2009년 서울과 함께 지정된 부산의 특화금융중심지 육성을 위한 정책을 제안하고 있다. 더욱이 4차 산업혁명과 저성장 등 환경변화에 능동적으로대응하며 효과적인 정책추진을 위한 추진기구의 중요성, 실질적 인센티브 제공을 위한 금융특구의필요성, 블록체인을 중심으로 한 IT기반 핀테크연계 상품개발 및 부산의 비교우위요소를 활용한차별화 전략을 제시함으로써 지역경제활성화와 수도권과의 격차 해소라는 두 가지 정책목표달성을추구하고 있다.

This paper analyzes the properties and key performances of government’s balanced regional development policies initiated to mitigate the widening economic gap between the Capital and local areas starting from Noh’s government in 2003. The Noh’s administration put much emphasis on ‘Balanced National Development’, but the following governments, Lee and Park, focus more on ‘Regional Development’. One of the key achievements would be the movements of public institutions to designated local areas (innovation cities) in relation with the region’s strategic industry. For better understanding, Busan financial center was selected as a case study focusing on finance industry, since Busan was designated by the central government together with Seoul in 2009. In addition, some strategic policy recommendations are provided for successful and effective achievements of Busan financial center along with one of the key government’s agendas of balanced national development; comprehensive and customized strategic set of policies such as world class competitive promotion agency, designation of specialized zone for attractive incentives, and IT-based fintech products by making use of Busan’s comparative advantages.
