중소기업상담회사 창업컨설팅제도의 문제점과 창업중소기업을 위한 회계컨설팅 개선방안

A Study on Improvement of Financial Accounting Consulting for SME and Problems of Startup Consulting System for SME Counseling Firms

[연구목적]본 연구는 창업컨설팅의 실효성을 확인하고 지원제도 및 컨설팅사인 중소기업상담회사의 문제점을 찾아 개선방향을 제시하고자 한다. 정부는 창업컨설팅지원사업을 통해 평균 일자리창출(4.7명)과 2년 경과 후 창업생존율(83%)의 높은 성과를 나타내고도 제도적 보완없이 2019년 사업지원을 종료하였다. 창업중소기업은 컨설팅의 필요성에 대해 인식하고 있다. 창업중소기업을 위한 회계컨설팅 개선방안을 보완하여 창업컨설팅산업을 발전시키고자 한다. [연구방법]본 연구는 창업컨설팅의 실효성을 확인하고 지원제도 및 컨설팅사인 중소기업상담회사의 문제점을 찾아 개선방안을 제시하고자 한다. 이를 위해 ‘13－17’년 창업컨설팅사업 현황, 중소기업상담회사제도 운영현황, 창업실태조사에 대한 분석을 진행하였다. [연구결과]본 연구에서는 창업컨설팅사인 중소기업상담회사의 자금조달 업무제한, 지원예산 폐지, 컨설턴트의 전문성 부족 및 영세한 상담회사 운영에 대한 문제점을 도출하였다. 상담회사의 자금조달 업무범위 확대 및 수수료 제정과 조세감면 및 회계컨설팅 지원체계 구축과 관리감독 강화를 위한 상담회사 플랫폼 구축 등 창업에 필요한 개선방안을 제시하였다. [연구의 시사점]본 연구는 중소기업상담회사제도의 창업컨설팅 관련 문헌연구를 진행하였으며, 연구결과를 바탕으로 정책자금 회계컨설팅 지원정책 수립과 창업컨설팅 제도 개선을 통해 창업중소기업 경쟁력 제고에 기여할 수 있을 것으로 기대된다.

[Purpose]The purpose of this study is to validate the effectiveness of start－up consulting and to propose improvement direction on problems of the start－up support system and the small and medium enterprise consulting company. Start－up SMEs are aware of the need for consulting, therefore we intend to develop the start－up consulting industry by improving the accounting consulting for small and medium start－up businesses. [Methodology]We analyzed the current status of the start－up consulting business, the system of the small business consulting firm, and the survey of srat－up in 2013－2017. [Findings]In this study, we derived problems such as restrictions on funding of small business consulting companies, which are start－up consulting firms, abolition of support budgets, lack of expertise from consultants, and operation of small consulting firms. [Implications]We proposed improvement plan necessary to start－up, such as expanding business range related to financing, establishing the commission policy and the tax reduction policy.
