코로나19 이후 한국형 농어촌 안전마을 조성을 위한 정책적 제언

A study on the policy proposal for the development of Korean-style safe village in Farming and Fishing Villages after COVID-19

코로나 19가 발병한 이후 안전 문제에 대한 관심은 매우 높아지고 있다. 특히, 사회적 약자가 많이 위치한 농·어촌 지역의 경우 도시에 비해 상대적으로 열악한 사회 인프라 때문에 안전문제에 있어서 굉장히 취약하다. 현재 정부에서는 안전, 안심마을을 통해 지역 맞춤형 안전을 도모하려고 하고 있다. 하지만 획일적인 방법을 통해 이루어지고 있기 때문에 지역맞춤형이라는 그 의미가 퇴색되어지고 있다. 또한, 비전문가인 주민들의 의견에만 초점이 맞추어져 있어서 전문적이지 않고 가장 기본적인 정책들로만 구성되어져 있다. 이에 본 논문에서는 전문가, 관계기관, 지자체를 중심으로 공통적으로 사용될 수 있는 공통모델을 개발하여 1차 안전마을을 조성한 뒤 1차 안전마을을 기반으로 농·어촌 주민, 전문가, 관계기관, 지자체의 의견을 종합하여 지역 특색에 맞는 지역 맞춤형 모델을 개발하여 운용하고자 한다.

Interest in safety issues has been rising since the outbreak of COVID-19. In particular, agricultural and fishing villages, where many socially disadvantaged people are located, are very vulnerable to safety problems due to their relatively poor social infrastructure compared to cities. Currently, the government is seeking to promote customized safety for the region through safety and reliable villages. However, because it is being done through a uniform method, the meaning of regional customization is fading. Also, the focus is only on the opinions of non-professional residents, so it is not professional and consists of only the most basic policies. In this paper, we will develop a common model that can be commonly used by experts, safety problem-related organization, and local governments to create the first safety village, and then develop and operate a regional customized model suitable for regional characteristics by compiling opinions from residents of agricultural and fishing villages, experts, safety problem-related organization, and local governments based on the first safety village.
