한국의 「재난 및 안전관리 기본법」에 의하면 재난은 자연재난, 사회재난, 해외재난으로 구분된다. 현재 발생되어 많은 사람들에게 위협이 되고 있는 코로나바이러스감염증-19는 사회재난으로 볼 수 있다. 우리에게 사회재난을 포함하여 다양한 재난의 위험요소가 나타날 것이다. 예측이 곤란하기 때문에 대응도 어려운 그러한 신종 위험을 극복하기 위한 논의가 더욱 필요하다. 이에 본 연구는 사회재난을 극복하기 위한 활동 중에서 경찰이 담당해야 하는 역할은 과연 무엇인지 논의하였다. 이러한 시도를 통해서 변화하는 사회적 환경과 경찰에게 요구되는 역할을 재조명하였다. 사회재난을 극복하기 위한 노력으로 경찰에 대한 정책적 제언은 다음과 같다. 첫째, 자치경찰제 시행에 따른 재난 경찰활동의 체계를 마련해야 한다. 둘째, 개별화된 재난관리 활동이 전개되어야 한다. 셋째, 연계성 강화를 위한 네트워크를 마련해야 한다. 넷째, 경찰은 재난 정보의 관리와 공유를 위한 플랫폼의 개선과 제공 역할을 담당해야 한다.

Because they are difficult to predict, they become a new type of risk that is difficult to respond to. Through these discussions, the changing social environment and the role required of the police were considered. In order to overcome social disasters, the police s policy suggestions are as follows. First, a system of disaster police activities must be prepared in accordance with the implementation of the autonomous police system. Second, individualized disaster management activities should be implemented. Third, it is necessary to establish a network to strengthen connectivity. Fourth, the police should play a role in improving and providing a platform for the management and sharing of disaster information.
