실종의심 변사체 발견에 따른 실종수사 대응방안 프로세스에 관한 연구

변사체가 발생하면 가까운 지구대·파출소에서 현장에 출동하여 초동조치를 한다. 그 이후 형사계 직원이 현장 확인하여 범죄성여부를 확인하고 변사보고서 작성 보고 후 사건을 종결한다. 그러나 문제점은 범죄여부에 관계없이 변사자가 누구인지 가족에게 정확하게 통보되고 있는지를 정확한 확인없이 행정기관 등을 통해 변사자 처리를 하고 있는 점에서 실종자 미발견 처리문제가 발생되고 있다. 대부분 현장 출동하는 파출소 경찰관의 경우 변사체를 가장 먼저 확인하고 업무처리를 하고 있으나 전문지식 부족과 변사체 처리에 대한 교육 부족으로 신원확인 및 정확한 사인분석이 어렵다. 이는 변사처리에 대한 미숙한 대처로 가족을 기다리는 실종사건 장기화, 살인자에게 면죄부를 주어 억울한 희생자를 만들어 낼 수 있다. 신원미상의 변사자 신고가 접수되면 전국적인 변사자 자료에 대한 빅데이터를 구축하고 실종프로파일링 시스템과 자료연계를 통한 신원발견, 일반인에게 일정부분 공개하여 실종자 발견에도 주력해야 할 필요성이 제기되고 있다. 따라서 신원미상 변사자에 대해 통합 변사 시스템을 구축하여 자료관리, 기관 간 자료 공유, 시민들에게 일정부분 공개, 시민들 신고접수 등을 통해 실종자 발견에 주력해야 할 필요가 있다.

If a dead body occurs, a nearby patrol division or police station will be dispatched to the site to take initial measures. After that, a criminal employee checks the crime scene to check the criminal record, and closes the case after reporting the report. The problem, however, is that the government is treating the dead through administrative agencies without confirming exactly who the dead are and whether they are accurately notified to their families regardless of whether they are involved in the crime. Police officers at police stations, who are mostly dispatched to the scene, are the first to identify dead bodies and handle their work, but due to lack of expertise and lack of education on the treatment of dead bodies, it is difficult to identify them and accurately analyze their signatures. This could lead to prolonged missing cases waiting for family members and indulgence for murderers in an immature response to the death penalty. When reports of unidentified deaths are received, there is a need to build big data on the data of the deceased across the country and focus on finding missing persons by disclosing some of them to the public through the missing profiling system and data linkage. Therefore, it is necessary to focus on finding missing persons through data management, sharing of data between agencies, disclosure of certain parts to citizens, and receiving reports from citizens by establishing an integrated death-related death system for unidentified people.
