외국의 민간경비산업 언택트 통제기법 활용방안

Trends and Utilization Plan of Global Private Security Industry s Untact Control Techniques

‘코로나19’사태가 장기화됨에 따라서 불안감 및 공포 확산 등 사회적 부작용이 증가되고 있고, 문화적으로도 비대면·비접촉 중심의 뉴노멀 시대가 도래하였다. 해외 주요 공항 등 국가 중요시설에서 근무하는 민간경비원들은 사람의 행동을 관찰 및 분석하고, 대화 중에 상대방의 거짓반응을 포착하여 의도된 위해 행위를 사전에 단념시키는 언택트 통제기법인 행동탐지기법을 활용하여 안전 활동을 실시하고 있다. 국내 국가 중요시설에 근무하는 민간경비원들은 근무현장에서 불특정 다수의 인원을 접하게 되는데, 근무현장에서 비접촉 통제기법을 활용하여 거동수상자를 식별하고, 열린 대화기법을 통해서 상대방의 의도된 위해행위를 단념시키는 기법을 습득하는 것이 포스트 코로나에 부합되는 근무방식이라 판단된다. 영국 보안업체인 ‘그린 라이트’에서는 민간경비 산업에서 이러한 언택트 통제기법의 중요성을 인식하고, 매년 정기적으로 세계 각국의 행동탐지 기법관련 전문가를 초청하여 세계 최신 행동탐지기법 활용 동향을 공유하고 있다. 본 논문에서는 ‘코로나19’로 인한 비대면 사회문화 정착에 따른 민간경비원의 언택트 통제기법의 필요성을 인식하여, 미국에서 개최된 ‘제2회 행동탐지 컨퍼런스’에 참석하여 확인되었던 주요 내용과 시사점을 살펴보고, 나아가 우리나라 민간경비 산업에 적용할 수 있는 교훈점을 도출하고자 한다.

As ‘COVID-19’ crisis prolongs, social side effects such as anxiety and fear spread are increasing, and culturally, the new normal era of non-face-to-face and non-contact has arrived. Private security guards working at important national facilities such as overseas major airports are carrying out safety activities by using the behavior detection method known as untact control technique to observe and analyze people s behavior and detect false reactions of the other party during conversations and give up the intended harmful behavior in advance. Private security guards working at important national facilities in Korea encounter a large number of unspecified personnel at the workplace. It is judged that the post-corona-compliant work method is to identify the behavior winners at the workplace by using non-contact control technique, and to learn the technique of giving up the other s intended harmful behavior through an open dialogue technique. British security company “Green Light” recognizes the importance of such untact control techniques in the private security industry, and regularly invites experts on behavior detection methods from around the world to share the world s latest behavioral detection methods. In this paper, we recognized the necessity of the untact control technique of private security guards due to the settlement of non-face-to-face social culture caused by COVID-19 . After attending the “2nd Behavior Detection Conference” held in the United States, this paper will review the main contents and implications, and look at the further derive lessons that can be applied to the private security industry in Korea.
