다문화가족지원센터의 코로나19 대응 및 과제 탐색

Multicultural Family Support Centers in South Korea Coping with COVID-19 : Focus Group Interview

본 연구는 코로나19의 사회적 재난 상황에서 다문화가족지원센터가 재난약자인 다문화가족에게 제공하는 서비스/프로그램 측면에서 경험하는 변화의 맥락과 그러한 변화가 초래하는 어려움을 이해하고, 이를 바탕으로 포스트 코로나 시대를 대비하여 새로운 접근방법을 찾아가는 모습을 질적 연구를 통해 탐색하고자 하였다. 서울과 경기도 지역에 근무하는 다문화가족지원센터장 10명을 대상으로 수행된 포커스 그룹 인터뷰 자료를 분석한 결과, 코로나 19로 인한 서비스/프로그램 변화의 맥락, 변화가 초래하는 어려움의 양상, 차별 또는 사회적 배제의 표출, 다문화가족지원센터 서비스/프로그램의 새로운 전환을 위한 전망을 도출하였다. 이와 관련된 주요 연구결과는 다음과 같다; 코로나19 재난 상황은 다문화가족센터의 서비스/프로그램 제공 측면에서 커다란 변화를 가져왔으며, 이는 다문화가족 및 이들을 대상으로 서비스를 제공하는 기관에게 어려움을 초래하는 원인으로 작용하였다. 재난약자인 다문화가족에 대한 차별과 사회적 배제는 서비스 제공에서의 어려움과 더불어 간과할 수 없는 사회적 실재로 드러났다. 코로나19의 위기 속에서도 다문화가족지원센터는 다문화가족을 위해 새로운 서비스를 개발하고 비대면 온라인 서비스를 확대해 나가고자 분투하고 있었으며, 포스트 코로나 시대를 위한 대상자 맞춤형 혼합 서비스 제공과 뉴노멀 시대의 포용적 정책 개발이 필요하다는 전망을 제시하였다.

The outbreak of COVID-19 has highlighted distinct disadvantages for multicultural family members living in South Korea. The pandemic has also profoundly changed the type of support from multicultural family support centers. This qualitative study explores strategies undertaken by such centers to cope with changes caused by COVID-19. For data collection, a two-hour focus group interview was conducted with directors of 10 multicultural family support centers located in the metropolitan areas of Seoul and Gyeonggi Province. Data were analyzed using initial coding, focused coding, and comparisons. Under four categories (changes, challenges, discrimination and social exclusion against multicultural family members, and future tasks), the following themes emerged: Changes include operation between complete and partial closure, pressure for online and remote services, and irreplaceable face-to-face services. Under challenges, four themes emerged: online accessibility, loss of clientele, the absence of a control tower, and directors struggles. Discrimination and social exclusion include spreading xenophobia, exclusion from governmental emergency financial aids, and horizontal aggression within minority groups. Lastly, in light of future tasks, themes such as positive feedback about online programs, provision of effective services, and development of inclusive policies emerged. Recommendations are made to better assist multicultural family members.
